This research aims to test the relationship between organizational virtuousness and organizational identification in the presence of transformational leadership as a moderator within the General Authority for Comprehensive Health Insurance in Luxor Governorate. The research population consists of the employees of the authority. Given the limited size of the research population, a comprehensive survey was conducted, encompassing 284 individuals distributed among all employees of the authority in question. The researcher concluded several key findings, the most significant being a statistically significant positive relationship between organizational virtuousness and organizational identification within the General Authority for Comprehensive Health Insurance. Additionally, the researcher found a statistically significant positive relationship between transformational leadership and organizational identification. Transformational leadership acts as a moderator in the relationship between organizational virtuousness and organizational identification within the authority, with the dimension of inspirational motivation being the most influential among the dimensions of transformational leadership as a moderator for this relationship. The researcher recommended several recommendations, the most important of which is the necessity for public health insurance authorities to adopt and promote the concept of organizational virtuousness to disseminate positive behaviors capable of creating a healthy work environment, as well as enhancing and developing employees' sense of organizational identification due to its impact on employee performance and productivity. The researcher also recommended developing leaders' cognitive abilities regarding the concept and importance of transformational leadership to boost innovation and creativity, address necessary challenges, and foster cooperation among employees.
